      Technically but even then you have Stalin rehabilitating the Orthodox Church during the war and restrictions were loosened even more under Brezhnev and ofc Gorbachev. It was state atheist for its entire existence but it ultimately didn't have that much success eradicating religion and had given up trying after a certain point in the Lenin era. Hoxha is the only one who ever succeeded.

        Hoxha only succeeded because communists cast themselves as nationalists trying to save the nation from foreign interference. Even then, it took some serious repression to stop open worship, in particular among Catholics and Bektashis. Secret worship never really stopped.
