      Sounds like you have Slow Shutdown (aka Fast Boot tm) enabled by Microsoft. It's creates a soft hibernation image before shutting down the system and then boots you into it.

      by default since windows 8 "shutdown" doesn't actually shut down (except when there's a scheduled reboot, such as after installing drivers or windows updates), what it does instead is it closes user sessions (logs off), then hibernates
      the idea is that restoring a small hibernation state is faster than doing a full boot, but it does also mean it never actually rebooted. uptime doesn't reset when you sleep or hibernate

    I've never had that. The most surprising thing I got was when you ask the system to "Update and shut down" except it actually reboots to install the updates before shutting down.
    Still better than Ubuntu asking you to restart for updates but not actually updating.
