      get used drives in lots on ebay or whatever other marketplace. 9/10 times those come from data centers who retire the drives due to hours worked. backblaze proves that most drives that are destined to fail will usually fail within the first 2 years or so, and DCs don't retire them earlier than that. DC drives see few spin-ups and operate in proper conditions so they've always been a safe bet for me. buying new drives is a bigger gamble. as for the manufacturers it's HGST (HITACHI) > WD > fresh Seagate lineups > TOSHIBA

      buy discarded 8TB and bigger HDDs, a server owner who has RAID machines which can take 32 drives at maximum will periodically remove some 4 drives which are 8TB and thus too small and then he buys 4x 16TB to replace them

      you need to be at the right place at the right time, the server owner will happily sell his smaller drives

      altough its not likely to even get the 8TB but 4TB are sure to be found

        Why do you want to archive petabytes of data? Why not 10-20TB?
        I have an archive of 2014 wikipedia (before the SJW nonsense completely took over) and that only takes up 40GB. I also have Encarta 2009 in 3 languages and Britannica 2015. They only take up 12 gigs of space. Project Gutenberg only takes up 70GB or so. I have about 3.5TB of Movies/TV Shows encoded in AV1 & HEVC and 3TB of Games and emulator ROMs. 150GB of essential applications and 90GB of personal documents. I literally can't find more content worthy of archiving.

    If you don't need online (powered up) storage, a cheap approach is a USB-to-Sata dock and basically any old SATA HDDs you can source. Plenty of old drives come up for sale or at E-Waste type places, for far lower price per Tb than new. Of course, you need to do some data redundancy work to ensure a drive loss doesn't mean data loss. But that's not really any different to the caution needed with new drives.

    A more complicated setup is a 5.25 LTO drive and older generation LTO tapes. If you can source the tapes (again, E-waste or online, should be plenty of them getting dumped over time) these are a great way of storing a lot of data offline for a long time. Retrieval is a slower process than HDDs and interacting with tapes is a little more involved than simply read/write on-demand.
