            In case you're not actually aware, the USB would just be for power.
            No drivers, no data, no OS changes. USB is one of the few places you can get power from a computer while it is "off". So this is exactly what you're after.

        There is no reason for this to be inside the PC instead of just on top of it but whatever, it's still easy to accomplish your weird requirement. Take one of those 5-8 port gigabit units (like an EdgeRouter-X). Install it in a rear slot of the PC (cut a blanking plate to the correct shape and screw it to the switch with metal screws from any hardware store, 20 mins work). Then craft a molex to 12v power input for the switch (again, easy, molex male plug is $cents from anywhere and you just solder it to the power supply wire the edgerouter came with). Then connect PSU to molex to edgerouter.
        Done. 5-port with PoE in the rear of your PC for the same price and barely any more complexity than buying it off the shelf.
        Not sure what you've gained over just sticking it on top of the case, though.

    You can have a separate router inside your PC case. But if you want it to be independently powered on, while the PC is off or rebooting, it will need to have an independent power supply. It won't work if it's tied to same PSU as the PC, or to usb headers or any other bus, if you power off the PC PSU.
    You could just run the router's power lead out through the case to a separate DC wallplug. It's possible.

    buy a router that uses 12V power brick. Stuff it inside your case in such a way that the wifi antennas stick out. Split some 12v connector from your PC power supply and run the router off it.

    That's really not so hard and no messier than people having fans hanging with rubber bands or whatnot.

    Also, for the antennas, you could get extension cables that plug in to the antenna holes on the router, drill some holes in your pc case and mount the antennas there.

            I don't think that happens, from what I've heard from engineers, there is a 12VSB to 5VSB converter you can use though. But I don't think any motherboard manufacturer is building it into their boards since so few people need 5VSB.

    Your PC itself can already be a router. You could run a VM that serves are a router or none at all if you get broadband.

    But you could get a SBC that fits in a PCIe slot or just double side tape (or get pic related for a nicer setup) a RasPi in your case it with extension cables for ethernet to a PCIe bracket and use 5V stand-by power or just the 5V power rail from the PSU and configure it as a router.

    Don't know about the rest of your network, if you want an external switch or build one in too if you just and only use your PC and want something separate to deal with firewall and subnet.

    A router is a computer. I literally don't understand what you are wanting here.
    Small routers exist. Why not just break one open and slap it in a bulker laptop where there may be extra space? Lenovo legions tend to have a spot for an extra hdd/ssd and battery.
    You could even get one of those small battery-powered "hotspot" devices they give to rural fricks in places like Canada that are too remote and don't have internet. They're the size of your palm and you could easily steal power.
    That said, linux and windows and macos have hotspot features and methods of sharing internet over anything from phone jack, serial, lpt, bluetooth, wifi, ir--you name it. So this feels... I dunno. Stupid?

      I have a job and money. I am not trapped in my city or a region around it.

      I do nto even need to pay for the electricity and internet and other bullshit since the agency takes a flat cut from my paycheck and it is always the same regardless that everyone literally leaves the lights on 24/7 and people are to lazy to turn down the heating and simply open the window.

      I get to see new and interesting people. While all you have is your mothers basement and the NEET life of loneliness.
