You could even start during the 4th century AD, by which time the Roman Empire and its army was still extremely powerful. The events of the 5th century did it in, though, in the west. With better handling, the Western Roman Empire might have survived, if mostly in and around Italy rather than farther out.

    >Settle retired legionaries on frontiers
    >Mandate minimum lot sizes for farms to prevent small family farms from being divided up between multiple sons who have no financial recourse except to sell their lots
    >Specifically recruit from the frontier regions where legionaries were settled
    Creating a cycle
    >Legionary retires to frontiers with farm
    >Has four sons
    >Three sons won't inherit land
    >Join legions to make money and get land
    >They have sons
    >Their younger sons won't have land and will need land to settle
To ensure there's always more land to settle wage small border wars to "bite and hold" small areas fortifying them and driving out the population which won't submit to the empire.

      >conquer to the elbe for g*rm buffer, progressively push to vistula to link dacian lands
In a military sense the Rhine-Danube frontier is already the shortest possible because of the transport capacity of the rivers.

That was Judaism, then Christianity which vulgarized European culture, then finally it's offshoot of Islam which assisted the Arab Invasions.
Rome has been dead for 2 millennia and Europe is more dysgenic than ever.

It has nothing to do with religion. Or rather, religion is a consequence of this. Rome began its decline even before the empire after it suffered a demographic replacement following the Second Punic War. Slaves from the East Med become the dominant component in places like Sicily, displacing the original population. It was only after its collapse following the Germanic and Slavic invasions that the European component was salvaged in some places.

The root of the issue lies outside OP's timeline. That's why I believe that not only the empire couldn't be saved, but it deserved to die.

    not possible.
just like you cannot save the elderly ultimately from death, you cannot save an empire dying.
all empires (not tribes, not cities) are born, live, and die, in relatively short time.

this feeds into the reality that luxury is poison and suffering is strength.
the more luxurious a people is, the weaker they become until they die. empire guarantees death by luxury.

No it doesn't, you can't separate Christianity and its Roman legacy. Even if the Judeo-Roman wars wiped out every single israelite and proto-Christian, you'd still most likely have a Near Eastern mystery cult spread in the empire because of its significant Near Eastern population + slaves. After Rome, Christianity gained new significance and became a unifying factor for Europe. It's why I originally said it has nothing to do with religion.
