        historical happenstance. /usr used to be the, well, directory holding the user directories.
        as user directories tended to be somewhat large and as they're not system critical, it was mounted on a separate drive.
        the drive the root directory was mounted on became full, though, so Thompson and Ritchie started putting programmes into the new /usr/bin directory, as that was mounted on a separate drive with spare capacity.

        mental illness:
        /bin and /sbin
        /tmp /var/tmp. /tmp should symlink to /var/tmp
        /run, /proc, /sys. just have one
        /usr/local

        /root. where else is it supposed to go?!
