What's the best tagging software for flac files?

What's the best tagging software for flac files?

I use mp3tag, but my files increase in size, whenever I add a new album cover. And yes, I delete the old ones, save and add the new one, but it still increases the file size.

flac retains the padding, it can be removed using metaflac

What if... and I know this will be hard to comprehend, but what if it wouldn't retain the padding and fix the filesize such that it's as small as possible whenever you remove the cover art?
Wouldn't that be a great feature for a piece of software who's sole purpose is tagging files?

I have never understood what the point of tags are. Also, album covers seem completly pointless. Music is to listen to, not look at.
