    Probably depends on the decade. In the 70s PACT probably had the edge, for numerous reasons, but that door was firmly shut, imo, by the early to mid 80s. Before the 70s I have no idea, although I wouldn't have liked to be a NATO infantryman in that brief window where Garands were still the norm in the west, but the Soviets were adopting the AK47.

    November 1945 would have been the best bet, make it to France in a week, French Communist rally to your cause and thank you for your arms, Southern Europe doesn't even fight, Turkey rolls over because it was stupid weak at the time.

    Stalin really should have spent the effort to fricking do it.

        Operation Magic Carpet is underway, the forward deployed and combat capable soldiers ready to fight is in the Soviets favor by an enormous amount. Make it February 1946 and it becomes a complete rollover.

    NATO, easily. Consider 1991 Gulf War: Iraq army was Soviet equipped, Soviet trained and used Soviet tactics. They also outnumbered American attack force 500 to 1 and had the advantage of being the defender on home turf.
