    The Japanese figured the Americans would escalate their involvement in the Pacific when after they executed their planned invasion of the dutch east indies. So they go for the surprise attack in hopes of destroying a good chunk of the American Pacific fleet. They then figure that by the time the Americans recover from this, they will have won the war in China and can then turn and defeat the US. Like a lot of axis plans it's a bold gamble, but it ends it a seemingly inevitable disaster.

    Pearl Harbor is not the PacFleet's home port. It's a forward base used to project power on Jap side of the Pacific. Putting the PacFleet there was already a provocation. It'd be like China stationing its fleet in Cuba.

    On top of that, US was fortifying island bases, most of them far closer to Japan than to the US, and shipping aircraft and weapons on them.

    So you tell me if there was provocation.

    Japan would have eventually attacked the US anyways since they intended to conquer the Philippines (American colony) as part of their “greater East Asian co-prosperity sphere”. Hawaii is resource rich which was part of the Jap’s prerogative to send an attack there.
