Because birth rates are collapsing literally everywhere as access to birth control becomes widespread. Kenya went from a TFR of 5 in 2000 to 3 today just by promoting birth control despite very little relative economic progress in that same timeframe. The "traditional" Iran went from a TFR of 6 in 1986 to 2 by 1999. Even the shittiest shitholes in West and Central Africa are starting to see massive declines in their birth rates, far faster than initially projected, resulting in things like the UN revising Nigeria's population down from just shy of 800 million in 2100 to about 540 million, with that number subject to potential future downward revisions as well. Birth control is fricking everywhere now and everyone fricking has birth control.

Dumbest shit I always hear people say. 2 billion is a totally arbitrary number to even use. Might as well throw out 1.2 million or only just 200 people.

Women learned they can do other things besides being bred by men who want to control a woman because they don't have control over their own lives.

We generally find birthrates to approach 3 - 4 births per women when child mortality is low. This happened in most developed countries as well. However, birthrates collapsing is otherwise largely correlated with increasing social status of women, most of all through education.
