      Wrong, Confucianism doesn't put soldiers at the absolute bottom of the social ladder: that place is reserved for merchants, who profit from other people's labor. In Confucianism, Soldiers belong to the same rank as government agents. However, they are considered 2nd fiddle to Civil Officials due to the divide between military and civil authority, with the military subject to the laws made by civil authority.

      You're taking it out of context. Mao Zedong said this in 1938 when the CCP was busy reviving its standing army via People's War Doctrine and trying to survive in general after the Long March.

      During that time there was a debate that set off whether the rebuilt army shall be a national army separate to the party, or simply focus on propaganda warfare and let the people organically rebel against the Japanese and the KMT, as per the teaching of Historical Materialism that this shall happen anyway (working classes overthrowing the bourgeoisie).

      Mao Zedong said this was a stupid debate as at the end of the day, whatever ideology you follow, all power stems from the ability to do violence. So if the CCP was to survive and take over the country, it was not enough to rely on ideology alone, the party must also arm up. Mao also emphasized that having a national army separate from the party is going to be a mistake: after all that was the mistake of the KMT when it lost control of the armed forces who became warlords after 1916. Mao thus insisted that the CCP- unlike other Communist organizations- shall not only be a political party alone, but also an armed party as well.

      This is why China is unique among Communist Nations as they don't have a National Army. There is no army over there that is loyal to the nation/people/constitution first and government second. There is no separate civilian & military authority over there in the first place, for the People's Liberation Army is literally the armed wing of the CCP. Its not loyal to the government because it represents the people, its loyal to the party because IT IS part of it.

      Basically imagine of the Nazis abolished the Wehrmacht and handed over National Defense to the SS. That's basically what the PLA is.
