It's a wake timer, you can turn it off in advanced power settings.
I also had an issue years ago with my computer waking up, often just minutes after I put it to sleep. Turned out it was my piece of shit keyboard that was in the process of dying. I don't know if it was disconnecting and reconnecting or sending a phantom keystroke. I tracked it down by finding the "Power Troubleshooter" event in Event Viewer, and it said it woke because of the keyboard.
I use sleep for short periods of time, like going to a store and hibernation for longer time spans, like sleeping.

I have Windows on an ssd. It still comes back faster from hibernation and all my programs are still open and ready for use. I have 32gigs of ram so I like having shit open and ready when I feel like using them.

I have an SSD so boot times are about the same, maybe a minute longer than resuming from hibernation. but also hibernating means I'll be exactly where I left off when I turned off the computer (all my tabs, programs, and projects opened and ready)
I don't like leaving my computer running all the time because 1) that's 60+ watts just chilling, 2) generates heat and it's about 95° outside, 3) can't hack what's not running
my pc doesnt have bluetooth or wifi
and last time i tried bluetooth on pc was in 2005 and it had that annoying dongle you had to use, and switching batteries pissed me off too much where i decided i never gonna use bluetooth peripherals ever since. and im not sure whats the point of wireless shit on pc when it's stationary and full of wires already
This used to happen to me back when I used Windows and used to put it on hibernate instead of shutting it down, it would turn on by itself around 3am. Very creepy. It was one of the many reasons that motivated me to move to Linux.

In the old days, start and shut down actually turned your PC off. These days after going through the usually start shut down, you need to either flip the physical switch on your PSU or flip the switch on your power strip. It's one extra step but your PC will actually turn off and not just be in some sort of moronic sleep mode.
It's not good to always have you parts on 24/7 for years. Electronics are just like car parts, they wear out from use over time.

I'm doing this anyway which is precisely why it's annoying to suspend my PC and have it try to boot up when reaching for the power switch.
It's especially dumb that it doesn't get automatically disabled if you use drive encryption too because the PC won't even be able to boot without someone entering the password. It will just boot into the bitlocker prompt and power off again after the timeout. But then again, it's easy to fix in the device manager. I don't the problem exists with any other OS than Windows.
Yes it is dumb, I just flip my PSU after my normal shut down. To me it's not a big deal. I've been computing for decades so I don't know exactly when shut down stopped working but it is what it is.
