As for Turkic peoples, they were always mixing and integrating other peoples too. Conquering people, forming confederations with other tribes or ethnic groups, being conquered by rival tribes. It's more about tribal affiliation than genetics.

I mean saying "women literally don't matter" is not that far off from that. If you concern yourself with both patrilineal and matrilineal descent then your phenotype is going generally match your ethnicity, but if you only care about patrilineal (or matrilineal) descent you can end up being the same "tribe" despite looking vastly different than generations ago.
