I always felt like the whole "line" thing was that someone noticed that the coastline if you ignore the random outcroppings is more or less a straight line, so someone suggested connecting all the ends the natural harbours together. Egypt is builing up industry in the Suez Canal Zone, and Israel is also nearby so a red sea industrial area is probably in the process of being developed. Saudi Arabia is intending to both compete but also benefit from proximity to Egypt and Israel.
The line thing is a marketing technique. The real part of the line is just the coastal part, and extending it into the desert through moutains is intended to get attention. They aren't going to just not building anything outside the line, there is going to be stuff all along the coast, but the "line" infrastructure is only going to be in that particular line.
I don't have any reason to believe this, if the are genuinely that dumb and really intending to do what people say they are intended to do then what I am suggesting is how I would salvage it. It isn't a fundamentally bad idea, it is just marketed in a stupid way.
