            Not sure how that works but I assume having a large steel mill nearby makes the process cheaper.

            its because steel production requires inert gases (Nitrogen, argon) and these are all coproducts of the same process. this means the price of neon, xenon, etc. are directly influenced by the demand for nitrogen/argon.
            its the same reason gold is always cheaper than platinum.

      DUV uses neon, which i assume it's why this shortage is a big deal, as ordinary old style DUV litography is used to print most of the wafers, EUV being here only for those few critically small detail wafers that would require multiple patterning otherwise

            I fail to see how ukraine getting its own puppet leader would lead to the downfall of putin, unless you're talking about how the encrochment of nato via ukraine would threaten russia's (ie. putin's) soverignity, in which case that sounds like a pretty good reason to start a special operation to provide back pressure against your adversary.
            As for me, the bio labs stationed in ukraine is enough for me to support russia's endeavours. I personally don't care what the american government or military thinks of anything but when corporations are involved things get real.

          Western Ukraine is mostly farmland.

    South Korea already produce neon gas(in fact most of materials needed for semi-conductor production) on their own after trade dispute (i.e. mutial economic sanctions) with Japan

    Taiwan is "part of China" according to PRC and China has "limitless friendship" with Russia.
