Nevermind, I looked up the original source (Der Spiegel) everyone is using as reference to write their articles. It's the saddest attempt at journalism I have ever seen. A lot of spin, very little information and zero attempts at disclosing their source. They also do also not state if they comfirmed the identity of the source of if this information was supplied anonymously.
Spiegel claims that after the meeting of Telegram and Germanys BMI in February there has been two additional meetings during which Telegram agreed to create a direct email communication channel for the BKA (German Federal Police). The BKA uses this email adress to inform Telegram about channels and users who break german law. Using this method the BKA reported more than 100 channels and groups most of which are now no longer available in germany say people from circles entrusted with this operation.

Server admins can just disable federation with matrix.org. It's really simple to do with Synapse. Leaving it on is a choice made by admins.
