      Frankly the US was lucky the second time around that the Iranians (eventually) pitched in with getting the militias behind the new government - in their own interests for a majoritarian Shi'ite puppet, of course, but it at least gave the US the chance to pull out with face intact.
      A few rockets chucked haphazardly at American bases by some militias every few months is a small price to pay compared to 2004-2009 or 2014-2017.

        If it hadn't been for the Iranians backing AQI and ruining every attempt to build a functional Iraqi government, 2004-2009 and 2014-2017 wouldn't have happened.

        Particularly 2014, given that the Iranians kicked the US out of the country in 2011 and directly caused ISIS to take over half the country.

          And it was the Iranians putting their backs behind the militias that became the PMF that ended 2004-2009, and PMFs that prevented the collapse of the Iraqi Army in 2014 from becoming a complete collapse of the country. Yes, Iran helped cause the problems in the first place, but so did the US in blacklisting all ba'athists from the governments in 2003 and then putting all their eggs behind a sectarian like Al-Maliki, who alienated the few Sunnis that were willing to work with the new government.

          The US did as much to kick the US out of the country, if not more; it was the Obama administration that accelerated the pullout and put an end to the surge.

    Saddam signed an agreement that he would pay restitutions, cease production of WMD, open faculties up to inspection and enact political reforms. Most of the Arab countries wanted him left in power but contained. He then violated all his agreements.

He combined the language of the Islamist groups that had recently fought in Afghanistan with the rhetoric Iran had long used to attack the Saudis.[105]

        Acting on the Carter Doctrine policy, and out of fear the Iraqi Army could launch an invasion of Saudi Arabia, US President George H. W. Bush quickly announced that the US would launch a "wholly defensive" mission to prevent Iraq from invading Saudi Arabia, under the codename Operation Desert Shield. The operation began on 7 August 1990, when US troops were sent to Saudi Arabia, due also to the request of its monarch, King Fahd, who had earlier called for US military assistance.[69] This "wholly defensive" doctrine was quickly abandoned when, on 8 August, Iraq declared Kuwait to be Iraq's 19th province and Saddam named his cousin, Ali Hassan Al-Majid, as its military-governor.[106]
