The coastal countries in SSA are poor and dysfunctional purely due to their own regime's corruption and ineptitude.
However, the landlocked SSA countries are cut off from trade by sea, the Sahel has diminishing farming/grazing land which has led to increasing violent conflicts, and their arbitrary borders cut off tribes and herders from their ethnic kin and traditional grazing land across the borders.
It's why landlocked states in West and Central Africa are the poorest countries in the world with the lowest electricity rates, and highest rates in infant mortality and maternal mortality. The situation in Chad, DR Congo, CAR, and the Sahelian deserts are horrible. It's why insurgencies, warlords and ethnic violence has been so prevalent.
Many other countries with similar farming situations but they aren't stuck in preindustrial times. They're different. Cognitively.
