It says they may attend the final swimming lesson so the girls would have seen the boys naked
YMCA pools were male only, as were most spaces where males went nude. I doubt they waived that rule just for this, so I assume they had the boys get dressed after swimming.

AFAIK the reason why nude swimming was done was to prepare young men for military service. Everyone being nude was seen as a way to break down one's individuality. Once the draft ended in the 70s there was no need for it anymore.

there are a couple reasons why that's a bad idea the most obvious being how girls on their period couldn't be nude; they'd have to wear a suit and that would be really fricking awkward and get you teased or beaten up. also teenage girls are very bullying and judgmental of their peers' bodies in a way that boys are not.
