Actually, it’s AMD’s bargain bin memory controller and janky DOCP. It is not uncommon for the glued on memory controller to have to retrain on every reboot with AMD. Anyone with any experience with AMD has known there is always compromises with their ghetto hardware. Always!

Memory training takes time on both platforms especially with DDR5. Dialed back on the ADHD.

Make sure you don't have any strange or broken USB devices plugged in. It might sound crazy, but I had issues with slow boot on my desktop solely due to a malfunctioning rosewill device plugged into sata. I removed it and the problem went away. I don't recall exactly why this happens, something to do with scanning for boot devices, I think.
I have 192GB of DDR5-5200 in my AM5 system and it posts/boots immediately.
