I've had to call 911 a few times over the years and they have to transfer me to another fricking call center because my phone is pinging off a tower in a different jurisdiction.
Imagine desperately calling 911 and then having them tell you they can't help because your phone pinged off the wrong cell tower.
What stage are you in cause seriously this is absurd. I called 911 to report a city wide, hardline, internet, landline and cell service in my area. I had to get in my car and drive to another town to use their tower and 911 had texted me to see that I was okay when I was trying to get through.
