Airflow through a plastic tube puts a charge on the tube. The special made computer dusters use a short tube so there should be less ESD buildup, and some are specifically designed to ground it to remove all ESD. Also, using suction rather than blowing means you have to get the end of the hose closer to the dust to remove it, putting the charged end of the attachment right up against sensitive components.

            >The special made computer dusters use a short tube so there should be less ESD buildup

The length of the tube is irrelevant. If the tube is charged, then the air is also charged. The air gets charged from friction, so blowing air onto the components would mean blowing potential static charges onto them as well. Sucking is actually safer, since any potential static charges are sucked away.

You can also wave a battery nearby before you start; the greater charges inside it will frighten the smaller, weaker static charges into hiding.

            >PC on carpet
This isn't even an ESD issue, the PC case is grounded. The problem with putting a PC on a carpet is you're putting a thing you don't want to quickly fill with dust, on a thing that stores dust.

The one you uploaded the picture of works.
It's a simple device, loud as hell, but gets the job done.

Your neighbors will hear you dusting your PC but you can do it during the day once every few weeks or months and nobody will care.
Just keep the intake filter clean and it should live long enough to pay for itself vs canned air shit.
If you have any stubborn dust, get an ESD safe brush and brush the rougher shit off. Or risk it and just use the included brush attachments on that, even though they're technically not ESD safe and may generate static and discharge. 99 times out of 100, electrostatic discharge doesn't actually hurt your devices. The problem is that it CAN and it's EASY to avoid, so, risk it or don't. That's up to you. An ESD safe brush is a cheap investment though and probably worth it. Something more tiny, able to get into more locations, even if it isn't ESD safe a little brush for cleaning electronics is a good idea in general.

If the machine in your OP does not work for you, you're probably an indoor cigarette smoker or live in a polluted city and leave your windows open where all the sticky pollutants in the air from the environment or your cigarette shit gunk up the system. If that is happening to you, canned air won't help either, canned air won't blow adhesive off a band-aid either so it's a matter of the right tool for the right job.
If you smoke indoors, you will need to WASH your PC and let it dry.
If you live in a city, close your windows, use the fricking AC, and get an air purifier.

Vacuums are good for outside the case. Not inside.

They're not directional and ESD aside, vacuums run a risk of creating extreme suction if you put anything too close and can actually suck things off the board or create a seal causing the handheld attachment to jerk towards the boards and that runs the risk of collisions causing damage.
Some vacuums are bi-directional and can serve as a vacuum or a blower. If you have one, use that.

You can put a sock (or something similar) over the tube or attachment.

I've been using a Datavac. I can't make any claims about how it compares to other brands or if its price is justified, but it works well and it's made of very sturdy metal, with just the attachments made of plastic.
Compared to air duster, it blows a far higher volume of air so it removes large accumulations of dust much faster. But it doesn't produce as high a pressure through a tiny nozzle, so it isn't as good at blasting that last bit of really fine dust stuck onto heatsinks. But it's probably best to use a little handheld brush for that anyway.

from what I've read the housing and motor is really good but the attachments are frickey

seems like the unit would last for ever but one of the attachments would break off or something

        Anonymous

The only attachment that feels like it might break is the tiniest tip which doesn't let much air through so I don't use it much. The output seems to be the same diameter as a standard vacuum cleaner hose end, so replacement attachments from other brands will likely fit it too.

I've had one of those electric blowers and they are shit. just a shitty ass motor that overheats and doesn't even blow as hard as compressed air. so just buy an air compressor, it will be much better than that little fan shit and it can also be used for other things.

get a used datavac off eBay, higher quality and American made. I wouldn't go for chineesium for something like this. a proper blower takes a decent bit of electricity, which worst case (and chineesium blowers have been known to do) can melt and catch on fire. plus it can be sketch figuring out if they actually adhere to their "our product won't fry your electronics with static" claims (I know static isn't as big as an issue as people think it is for simple PC cleaning but the issue is you can't really trust the word of chineesium drop shippers on Amazon who will lie and say whatever the frick you need to hear to buy their garbage)
