Closest thing you can get to it is mumble + xmpp (matrix will never be discord). If you want something even simpler, try to find one of those anime stream sites with chatrooms in the sidebar.

The idea is you could use the dedicated client to give it the integrated feel, or if you only cared about one aspect, you could use the equivalent client. If I get time in the next year I'm going to start building out a little bit of this to see what I can get something cooking.

Not currently, it's just a fun project I work on from time to time. My C++ game is super weak so I'm working on learning that so I can build a test integration between the admin server and InspIRCd, which is the first step.

Is it any different from what Fosscord is? Isn't there one called Ripcord?
I've got no idea, but so far the discord clones I've seen try to reinvent the wheel all the way from redefining what a circle is. I'm just trying to stitch together things that mostly already exist and are stable, I could never hope to build something as feature complete or efficient as inspIRCd, Mumble or OBS in a reasonable amount of time, so the plan is to just make them work together.

For voice and text chat, Murmur or uMurmur if you don't need to let people create channels. Both are light weight and trivial to set up. You can allow uploading of images but it will affect performance if you are just running it on your home router. Get a LetsEncrypt cert or if you are paranoid use your own self signed cert.
