Ngl the best is tweak Emacs on a Linux distro of your choice so you have all the things of the Linux environment with the extensibility of Emacs.
For starting tho just use whatever OS (Windows probably) you are on but I'd suggest Sublime if you are just learning to program. Sublime is not the most advanced thing but is lean and idiotproof.
But remember, Linux has more and better tools and Emacs is literally programable.

I do all my shit in a xubuntu virtual machine (20.04 LTS before they fricked everything up with snaps)
