Don't you have to update your kernel before you can install a new amd gpu because the driver is already in the kernel? I know that it's best practice to run Nvidia GPUs on an lts kernel just because you would have to reinstall the driver every time you upgrade your distro to a new one.
Just use Debian Testing.
I use Devuan Testing and it works perfectly...
