Looking into it, it doesn't seem like there's any real reason why Russia (and Ukraine, mostly Ukraine) produce so much neon other than they were already producing it in large quantities which made it harder to profit from production in other places, so most other plants shut down.
Perhaps this will result in some governments incentivizing neon and other noble gas production to help buffer future supply issues.
