Speaking a language doesn't make you "a thing". Otherwise English-speaking Jamaican Black folks are now "indo-europeans". Or Irish people who switched to English in the 19th century are now "anglos".
Both Bulgaria (among both the majority Bulgarian ethnic group and sizable roach minority) and Hungary have similar levels of Turkic haplogroup frequency as western Turkey, language is irrelevant to the genetic reality of a people

No they aren't moron
Bulgars were ethnically, culturally, and linguistically Turkic. Today they are ethnically, culturally, and linguistically Slavic.
Hungarians were culturally and ethnically Turkic but linguistically Uralic. Now they are culturally and ethnically Slavic but still Uralic linguistically.
So both of them underwent total ethnic and cultural replacement. You could argue that Hungarians originally spoke a Turkic language but switched to Uralic sometime in antiquity. It's surprising they never switched to Slavic but it is what it is.
TL;DR there is nothing Turkic about these nations for 1500 years and counting

They are Southeast European, which really is a kind of Slavic/EE plus Mediterranean plus Middle East mix, not sure I would call it Ottoman. Turkey has very little East European culture and much more Middle Eastern culture.
