Men are expected to be totally locked out of any sexual thoughts or activities if they can't find a wife and pop out kids (a Herculean task in this current hyperatomized social climate).
What's interesting about this entire issue is how it was regarded in a completely different sense when it was written. Adultery was about property. Fornication was about stealing a future man's property. That you should control these lusts so you don't steal from another man in present or future.
