Most of that shit was gotten after they were colonized when they were able to operate as independent entities. Do recall many colonies often struggled to operate on shoestring budgets and many developmental polices either were hamstrung due to the limitations of the colony in applying them or self-sabotaged to protect settler/private business interests.
