          There are limitations because companies do the very stupid thing, and then when their business craters and leaves a lot of US citizens jobless it becomes a problem for everybody. Sometimes it's even worse, like Boeing, where it turns out that hiring 'jeets at $6/hr to write critical flight control systems turned their planes into lawn darts.
          If these companies are so keen on hiring the third world, they should have to move their HQ there as well, and all the execs should have their citizenships revoked for being so moronic. Way too many companies have learned this the hard way, after they hire Indians on the cheap and everything inevitably gets fricked up and unmaintainable, they'll need to rewrite their entire stack.

            Those feel like completely separate issues, not inherent to someone's language or skincolor. Companies in critical sectors need to be saddled with appropriate responsibility with painful enough incentives to not purposely take risks on untrained workers.

            They are the same shit, it all starts out with a shortsighted easy shortcut to save money (even though this is business side morons who have trouble grasping what IT/software engineering does) and it ALWAYS results in subpar quality. Since all of this has the knock-on effect of impacting the economy in a negative way, the restrictions on H1Bs are already "saddling companies with the appropriate restrictions", but even those are far too light.
