Ukraine is 30 times larger than Israel, so they have a lot of places to work from.
It's almost like the war is very limited in scope and places west of the frontline don't really get touched beyond the occasional drone bombing.
Look up civilian casualties, they are far outweighed by military casualties, which is unheard of for a war of this scale. Hundreds of thousands of soldiers, thousands of tanks and vehicles, hundreds of artillery firing tens of thousands of shells per day, fighting over towns and cities, fighting IN towns and cities. You'd expect at least 1:1 between civilians and military personnel on either side, but it's more like 1:5.
That's simply not possible without both sides choosing their engagements very carefully, conducting evacuations well in advance of military action, and going way out of their way to avoid killing random people. As a result, most Ukrainians who have not been drafted are still able to sustain relatively normal lives. This is not long-term sustainable, but they can easily keep it up for a few more years at this rate.
To add, if you want to see meaningful comparisons in terms of military vs civilian deaths during land invasions, look up the Yugoslav and Chechen wars for the side that is getting invaded.
Bosnia took 1:1 military to civilian casualties just on their own. In the second Chechen war, it was 1:1 local civilians to dead soldiers on both sides. Whereas in Ukraine it's under 30k civilians to over 100k military personnel on both sides. Something is obviously very different about this war.

This is how it works
The federal government sets a target for mobilization (e.g., "we need 300,000 fresh men by the end of the winter").
The government uses its databases to send summons to men that fit an age demographic. However, if the men don't respond or show up, there's little the federal government can do. They will send personnel to addresses, but they can't realistically cover even 10% of the entire mailing list this way.
So they get local authorities to start detaining men for various violations and, if they fit the age demographic, they get a draft notice. Read this one:

A local police officer can stop you, issue a summons, and then detain you until you're transported to the recruitment facility.
