If you want the absolute maximum performance, some linux distro might be the right choice, but they're not known for being easy to use
You could try installing AtlasOS on top of it, it removes the bloat from Windows and makes it run much better while maintaining ease of use and compatibility
You can upgrade it to 2GB of ram. If it has HDD, swap it for some small SSD (those 2 upgrades will make a big difference). Then you might think about installing linux but tbh if you do so, expect to have mediocre hardware compatibility since this hardware is pretty niche. Consider crunchbag++ or Antix. Regardless, I highly doubt that it will handle video stream in a decent quality, but you can always try.

If you can update the ram memory and change the hard drive for a ssd it'll improve a lot the performance.
If you don't have money I'll recommend you install a minimalist distro such as arch linux with a light windows manager. I was in the same situation some years ago and I installed linux mint xfce in a low-end laptop from 2009 and it worked with a lot of delays but it worked better than with windows 10 which was previously installed. It is something very summarized because there are a lot of distributions that focus on being as light as possible with the hardware, do your own investigation about this.

The laptop has really shitty specs and I am unsure whether it would even have the ability to decode the video. Maybe use lubuntu, tiny core, puppy linux or alpine it would work fine for stuff you torrent and watch locally. Netflix probably would be too much for that machine.

You can try AntiX but web browsers won't be able to cope with Netflix in an usable way on those old Atom's
Guess Android or ChromeOS could lead to better results but I seriously doubt it, last time I checked they needed at least 4 GB of RAM for usability, this old Atom's max out at 2 GB of RAM
It would work ok with Kodi and local media (720p h264 does fine on this machines), otherwise just buy your grandma some chinkshit android TV stick

I remember I couldn't run even CS 1.6 on mine at good fps. Do you have some specific super duper low processing power task for it to run? Torrent server? It was shit when it was released, imagine now. Atom didn't get usable until Baytrail, anything below belongs in the trash.
And I still use Cherrytrail so it's not like I shy away from low powered trash, lol.

I'm actually amazed this shit can boot W10 in the first place. GMA945 is absolute garbage chip. Only usable for retro (early xp era and older) gayming. Even a 720p video is a challenge for this cpu.
