Oh yeah it's horrible. The system is supposed to prevent outside interference and corruption (nobody really believes that, fyi) but just makes it so the deepest pocket has the best chances.
The bulk of US law work is knowing which papers to file for which particular thing happening in court, when to file them, and having the money to pay the fees which for some reason can be multiple hundreds of dollars when the work done with the paper filing is 15 minutes of a person's time.

Not in the US, awarding legal fees to the defense is extraordinarily rare in any country descending from British Common Law. It can happen, but only if the judge deems that the entire lawsuit was without any merit and was only brought to court to waste everyone's time.
