As far as i see it he tried to reform Albania into a more Western country and modernize it yet mainly because of the lack of Public Support he failed to push any Major reforms .And then the Italians came

          This guy has Castro tier luck for sure. He managed to get back in power with Yugoslav help which would have been political suicide for anyone else, but he somehow pulled it off. It also helped that the previous proto-socialist government was beyond hopeless.

    Probably the one undeniably positive reform he made was to education. Literacy rose by something like 20 percent under his reign, and continued to rise after he was deposed because of his efforts to build more schools.
    The failure of his reforms wasn't due to any lack of public support, but rather an almost constant lack of funds, even with Italian loans. Of course large scale reforms take generations to be fully implemented, and Zog reigned for less than 20.

      Interesting i think he was a quite good King if given more time and Support he would have Modernized Albania quite well and not the way Enver did.
      Sadly many pepole in Albania nowdays see him as a kind of Traitor and some feel quite Hatred towards him .
      Aöthough i only talked with older Generation about that those who grew up under Envers Rule and thus were got all the Propaganda of Hoxhas Regime into their Head since Enver Hoxha seemed to hate Zogu quite much and saw him as some kind of Serbian Agent lol

            It's true that at one point, he was able to return to Albania after a period of exile thanks to Yugoslavian support. However, he was certainly not a Yugoslav agent, for relations between him and the Yugoslavs were generally bad when he was in power.
