How long should it take me to read a learning book that is about 300 pages long? I'm talking about books like math, grammar, programming, business, etc (not novels). I mean practical books. Sometimes I think I'm moronic for taking me 4 months to read books like that and then I hear that people read books in much less. What can I do to improve?

At this point why would you read? You're saying it takes you 120 days to read a 300 page book, and there's easily many other ways to absorb information on these topics. An audiobook at least takes the same amount of time for everyone to "read". You can finish in as much or as little time as you want.
As long as you want. Everyone reads differently. Just fricking read. Actively read. Understand what's written on the page rather than just zooming past the words. If you zone out reread the page you're on. If you don't understand it, reread it as many times until you get it. If all else fails ask ChatGPT to explain what just happened in the page/paragraph.
You read and study a textbook until you can confidently recall and apply the book’s most important concepts. Then, periodically, you will read the book again to freshen up your memory of the material. Alternatively, you read a similar book about the same topic but with greater depth to practice what you’ve already learned
