Are you aware that there are websites out there where you can upload your writing and get people to read it and offer feedback? I had a webnovel I was working on that got a couple hundred reads a chapter and a lot of feedback/comments. It wasn't even particularly good apart from being grammatically clean. It's not hard to find readers if you actually put in the effort to figure out where they are

There are websites to find beta readers and reviewers for free though. You just might have to read their stuff in return.
Post it for free online, on a place like royalroad or something.
Your first book is going to suck anyway, might as well get some practice.
I wouldn't spend that much on beta readers, honestly get 6 to 10 people and give them 4 weeks. People you know that read or write often with a variety of perspectives and also mostly in your target audience. Save your money for a good book cover and publicity.
