Make something. Shitty music, AI porn, a barely functional program, a DOOM map, whatever you want.

Try playing a game you like. For me it was Tropico (2001). If even that doesn't work you're probably depressed.

yeah i kind of got bored of every game. i constantly pirate games to see if i like something but theres really nothing i like.

Then why'd you buy it moron? Give it to a poor kid who actually can appreciate it.

i bought it because i used to have one but moved away and wanted to get one to start playing some games again.

most modern games are pretty trash though
just playing them sometimes feels like i'm working a job or doing chores

Doom Eternal was fun (minus DLC), but I accidentally my savegame and now that I have played through once already I cbf now.
Still better than most games I have played recently, I get 50~75% of the way through most modern games and it starts feeling like a job so I go look for something else fun and that game just sits on my hdd until I'm in the mood.

PC won't instantly make you happy. Instead of looking for what you want to do with your PC, consider looking into what you want to experience or do in general, and then apply the PC to achieving that if applicable. For instance:
    >I want to experience explosive, riveting games that impact me on a personal level
Install [insert single-player RPG/FPS here], crank up the settings, insert IEMs, and play when the mood strikes you
    >I want to make swanky tunes to express myself, impress associates, and attract women
Bitwig Studio (I feel like it's way cleaner and more fluid than FL)
    >I want to be a galaxy-level master goonlord
VR HMD and ero content like games or videos alongside an onahole or auto-masturbator
    >I want to shitpost on IQfy with a nice machine for no reason
Make a thread, then type "pee pee poo poo", done. Think of your PC as a tool, not as a source of innate happiness.

I always make plans as to what I am going to do like install a new game or something but i always get bored after 15 minutes

I'd encourage you to keep up with such a game. 15 minutes is not enough to fully feel invested in most games. Pick something you can get engrossed in, even if only somewhat. So, a game with a deep storytelling, unique ambience, deep and rewarding mechanics, and/or simple reward loops can be good.

I'm not assuming you do or don't, but I have a few mental disorders, and getting into games has been increasingly difficult as I've gotten older. When you are afflicted with anhedonia/depression, ADHD, OCD, and other such things, deriving less or no pleasure from activities, it can help to have something to work through. Animal Crossing: New Horizons was good in the past when I was feeling numbed for days at a time, because it was simple, light in tone, and relayed progress clearly. I struggled (and still do struggle) to even start playing anything, or continue for more than 10, 15 minutes tops after a long year of abuse, but when you let yourself just forget your present experience and immerse in the experience, you'll get the most from it. If you drink, you could use a little of that first, or meditate, drink tea, use L-theanine, etc. Try to center yourself in the zone, and give yourself as much time as you need to connect to the content.

I like to play with different linux distros on virtual machines. Tinker the hell out of that PC. Break stuff, learn to fix it. Play some autism games like RimWorld.

Just playing around, install different desktop enviroments to see what they feel like, learn how to install stuff on them, customize looks, checking out some old obsolete distros for nostalgia reasons.
