It uses the same phrasing to describe the sex as verse 25 ("seizes her and lies with her," NRSVUE), which is clearly rape. Contrast with verse 23 where the sex is presumed to be consensual because the woman wasn't heard screaming for help.

    In a society where honor is important, unlike in the matriarchal West, a raped girl is viewed as a worthless damaged goods & unmarriageable, she can at best become a concubine so barely a above a slave.
