Grew up there, wouldn't want to buy within the city. Are you visiting or looking to move? Philly can be fun but may seem underwhelming for a weekend trip, especially when it's cold
Planning to live there for work purposes but just for half a year to a year

South Philly is your best bet if you're on a budget. It's mostly working class people and pretty chill. The closer you get to Center City, the nicer it gets. Just avoid Greys Ferry, it's the ghetto of South Philly.
Manyunk and Roxborough area is really nice if you have a car and don't need immediate access to the core of the city. On the more expensive side, but much safer than the rest of the city and has its own nice Main Street.
Fishtown and Northern Liberties area is yuppie central. It's nice but super expensive. I would avoid North Philly in general, it's mostly a shit hole. Even in the nice neighborhoods have sketchy sections. Once you get close to Temple, there's like 5+ straight miles of the shittiest ghetto you'll ever go to. Also Fishtown neighbors Kensington, which has the worst heroin/fentanyl problem in the entire country.
You can find similar shit in NJ for less, you're basically paying for a home not in Philly itself but close enough where a metro line will take you right to it.
