In my experience the most heavily gussied-up desktop ui's i've seen have all been linux distros... Every screenshot from windows always has the default theme because nobody bothers
dedicated window managers are a distinctly different and simplified and modular approach to handling the os gui than in the commercial operating systems.
there is nothing usable like i3 or sway for windongs or macdongs.
those are also comparably much less sluggish and have much less input latency than an oem windows 11 install on an i7 dell laptop from 2019 or the macos on my work m2 macdong.
