This quote is often misused. For random acts of stupidity, it makes sense, but if certain actions are incentivized and optimal, it doesn't apply anymore. If you think about it, optimal actions generally don't arise from stupidity.
For example, look at dark patterns in websites. They are used because they increase some metrics and eventually the bottom line of a corporation. It is definitely malice in the sense that the user is disrespected.
That said, the incentives JBlow pointed out here don't seem plausible to me and he's still wrong.
