I don't think this is only there, but this is usually only a problem with really big corporations, really, on small ones they can't afford to waste money on fake jobs, they even outsource most of their management, here it is pretty normal that you pay an specialized consultant to file all paperwork correctly and basically do all interaction with the government because it's not just a "tee hee I filled it wrong I'll pay correctly now and I know for future filings" if you get caught doing something wrong.
