Yes. He just chose to write quickly (thus worse than his potential and with poor/no planning) for money instead of slowly for artistic craftsmanship.
If he had sat down and taken a good five years on it and really tried, I do believe he could have put out a solid work of literary fiction.

Heavily depends on what you consider to be a good writer. He's no artist, but most of his novels are passable to decent. Some of his earlier stuff is really not bad at all. I think he just started caring less over the years because he knew that anything he puts out will sell

Yeah, he's pretty good. Never read an author that can write "skeevy" as good as he can, and with such subtlety. Even his heroes make me uneasy, and I probably couldn't even tell you why.

I think he accidentally tapped into something good with The Dark Tower and The Stand at points, but overall he's the definition of quantity over quality. That he's an insufferable boomer cokehead liberal who lives in a bubble doesn't inherently make him a shitty writer, but I don't think it helps. I can only think of a few of his characters that feel like actual human beings.
