Sorry anon, I thought you were one of the baiting morons. I personally use C# and ASP.Net (since I do it professionally), but you can use Python, Ruby, JS (honestly its not as bad as most of the turbo gays on IQfy would suggest), etc. Almost every language has a web framework that supports some degree of server-side rendering (which is the word you're looking for).
That being said, there is a huge amount of middle-ground between server-side rendering and a massively bloated SPA.

I just reread your post and I see that you want as little effort as possible. PHP is a "good" solution for that, but only because its turned on by default in a lot of setups. It is almost just as easy to use a different framework since they make the steps comically straight-forward.
Also, if you want to avoid JS because of memes that you've seen posted here or elsewhere, I am having a hearty laugh at your thinking that PHP is not a thousand times larger of a cluster-frick than JS. It's position of "market dominance" is purely based on inertia and is in no way due to it being "easy" or "powerful" or any other positive attribute.

I get what you mean with some of the garbage in JavaScript also applying to PHP (e.g. type juggling garbage).
Some anons recommended flask so I'll look at that since I find python easy to use enough for server stuff while also (usually) not taking up lots of resources.

Flask is fine. You should read about the origins of PHP and how it has changed since then. PHP basically started as a collection of bash scripts. It really is difficult to even consider it a "language" more than just a series of macros.

Think the new Minimal API template and the new conventions that came with C#10 changed the ease of use of the language and the framework for building APIs a lot more than expected.

The buzzword you're looking for is "template language". Usually, there's some form of DSL or language to run code when generating the HTML page. Could be as simple as injecting variables into the page, conditionally showing/hiding info, or looping through a list of objects
