Even then I’m not sure, there’s a startling number of “computer engineers” who don’t even understand the basics of the hardware, so it doesn’t seem to be considered essential. There are computer engineers who don’t know how to use a multimeter, or an oscilloscope. They are not electrical engineers except in the loosest of terms.
