I worked in apple support for a while and the only way they'll get past the iCloud sign-in at this point is OP gives them a password or they submit a proof of purchase to the automated system on apple.support, wait 30 days, and then the system sends a wipe command so when the device connects to the internet again it wipes the device clean. There are third-party solutions but it's a gamble on breaking warranty with it.

As an admin i've had a situation like that once, didn't know about activation lock and we don't use mdm. Former employee didn't answer, had to contact support and provide receipts.
From now on i always create an admin account first and enable find my mac for that account (prevents the other user from enabling it himself).
Literally having to deal with this shit right now.
