Fox due to it's undisputed political, economic and military supremacy, and before WW2 the US was considered a Great Power (as the term "supoer power" wasn't coined) due to their rapid economic development during the industrial revolution and the power they held to exert themselves, as seen in the Monroe Doctrine, Mexican-American War, the Oregon Treaty, the purchase of Alaska, the Spanish-American War alongside their victory in WW1 and the subsequent "Roaring 20s" of economic opulence.

by no means through military. germans were poor broken peasants looking for any reason to kill and pillage europe again hitler just gave them one. the only reason nazi germany was militarily hegemonic was due to the sheer advantage in personnel and resources they had (at the start of the war, at least). hitler's generals constantly schemed against him but were forced to obey him realizing they couldn't win.
