But then again in that case you probably wouldn't need help with something like this in the first place. By far the best piece of software windows 10 has to offer is the task manager. It allows you to view almost all essential performance metrics in a graphically pleasing and concise way. So change the cpu graph to per core view if you haven't already and take an in-depth look at cpu and gpu as well as ram and disk utilization. Obviously under load. If you still don't understand what's going on post relevant screenshots of the task manager and perhaps a userbenchmark run for good measure.

What are your graphics settings, specs and resolution?
The game is designed to run on last gen consoles so ofcourse anything somewhat recent will run it with ease.
I played Death Stranding on a GTX 960, got a warning at startup my specs were below minimum recommended, game still ran smoothly at 1080p with slightly above minimal graphical settings, and it still looked incredible. Performance-wise, Death Stranding is flawless, and a fine piece of tech.

If it was then it wouldn't be able to run 60fps on the PS4 Pro.
It's a console game ported to pc. Yeah it runs fine on the hardware it's designed for but it's not optimized for anything else.
Death Stranding runs remarkably well and easily hits quite high FPS on even lower end hardware. It's very far from a poor port.
