Microsoft doesn't give a flying frick about Windows anymore. Their financial statement shows their top three revenue sources are Azure, Microsoft 365, and Xbox. The first two are highly profitable and the Xbox hardware is a loss leader for making profit off of selling software and passes.
The license fees from Windows Server is nice and they're happy to take that money but it's not a significant source of profit for them. Consumer Windows is a legacy turd that they're fine with you pirating because what money it makes is off of ads and telemetry (spyware).
Microsoft will happily provision you a Linux server on Azure or even thousands of them if you want. As long as you pay the Azure fees, they don't care what OS you use.

This is what rubs me wrong about Microsoft and proves the industry is just one giant cartel-- mobile is at least double the market of gaming and they didn't even contemplate the loss leader route with Windows Phone. Mobile apps are way easier to write than Xbox games and MS could have written them all on their own. Smartphones are cheaper to produce than Xboxes.
