This is the most likely answer. Based off what he's said in previous years, its safe to assume he didn't even start writing Winds until mostly after the show ended. Leading up to 2020, he said that he had a part of it done, but its safe to assume most of that was Dance leftovers. While 2020 was his most productive year for it by far (writing about 400 pages), he seems to have not made any significant progress since.
I think its a mix of distractions and loss of passion for the writing. He seems to be bogged down by Winds anytime it is brought up and only wrote things like Fire and Blood to get his publisher off his back. It's a shame, but when he said "westeros will die with me", I truly believe he is telling the truth.

COVID had that effect on a lot of people, gave them a burst of motivation or energy
the problem with GRRM is threefold:
1. he's rich and never needs to work a day again in his life
2. everyone experience the ending already. even if the book differs greatly, you'll never put the toothpaste back in the tube
3. people absolutely hated the ending and soured on the series altogether
so that basically eliminates every single possible motivation an author could have to write.
it'll take something like COVID 2.0 or the terminal illness of his wife to provide the motivation necessary to finish it

It's extremely likely that he's either 1. actually done and in the process of running the manuscript through editors and figuring out page count or 2. not actually done but close enough that his publishers are already working on it on their end.

His writing style involves having no hard outlines for what will end up happening. He has a general idea where he's going then he just writes whatever he feels like. This resulted in cool things like Jaime Lannister going from a straight up villain to trying to redeem himself once he lost his hand. This also has resulted in massive bloat to the plot since GRRM is literally writing whatever he feels like, now there is no more room to frick around, the story is horribly complex, and he needs to get this shit moving in a direction that will enable him to tie a bow on this thing and call it done.
He has dozens of plot threads going every which way to the point that mentally juggling them and writing a coherent story with no contradictions out of them is very difficult.
